Migration and improvement of the contract management interface

Migration of the previous client-server, two layer contract management interface to a three layer architecure web environment, based on Oracle Forms 10G. This migration seeks to achieve medium and long term benefits, such as lowering maintenance costs, a more flexible system management, easing update processes and improving accesibility and user experience overall.
